Moving to the refund method
Instead of exempting consumption tax at the point of purchase, travelers will pay the tax-inclusive price. After customs confirms that the goods are taken out of Japan at departure, the equivalent consumption tax amount will be refunded.
From November 1, 2026

- Purchase information registered as tax-free data
- Traveler registers a refund method
- Obtain customs confirmation that the goods are being taken out of Japan at departure, within 90 days of purchase
- Refund after confirmation
What tax-free stores need to prepare
The new model requires changes not only to sales handling but also to tax-free data registration, refund guidance and data linkage with customs confirmation.
