Japan's tax-free system is changing to a refund method on November 1, 2026. How should we use this app?
Operation of this app for the refund method is largely unchanged from the previous tax-free procedure. First, sell the goods at the tax-inclusive price. Then use the tax-free app to enter the taxable amount according to your tax-inclusive or tax-exclusive settings and complete tax-free registration.
The distinction between general goods and consumables has been abolished. You no longer need to classify products as general goods or consumables when registering them.
When goods are sold with tax included, how does the purchaser receive a consumption tax refund?
Under the previous tax-free system, stores sold goods after deducting consumption tax. Under the refund method, stores do not issue the refund. Purchasers complete export confirmation at an airport or seaport KIOSK when leaving Japan and can receive a refund after a Green result.
Does the tax-free app require a continuous Wi-Fi or internet connection?
Yes. Under the refund method, the app must exchange information with the National Tax Agency system in real time and confirm tax-free registration results. Please use a stable internet connection. An unstable or unavailable connection may prevent registration from completing successfully. If registration fails, first check your internet connection.
Under the refund method, what steps must purchasers follow to receive the consumption tax amount back?
To receive a refund of the consumption tax amount, purchasers must complete confirmation at an export-confirmation KIOSK at an airport or seaport when leaving Japan. If the KIOSK returns Green (cleared), the purchaser can receive the refund. If it returns Red (further checks required), additional verification is necessary.
What guidance should store staff give purchasers?
First, complete checkout at the tax-inclusive price, just as you would for Japanese customers. After tax-free registration, show the purchaser the QR-code display provided by GTFP for the refund system and ask them to scan it to access the refund-system webpage. Alternatively, you may give them the guide provided by Global Tax Free-Planet and explain the refund procedure.
Have the eligibility requirements for tax-free customers changed?
No. Customers who meet Japan's tax-free shopping requirements remain eligible, including:
- Foreign nationals who entered Japan with Temporary Visitor status (up to 90 days).
- People with Diplomat, Official, or U.S. military-related status.
- People who entered Japan with a landing permit.
- Japanese nationals who qualify as non-residents.
Have the products eligible for tax-free shopping changed?
Yes, there are some changes. The eligible product scope has been revised: gold, platinum, gold coins, platinum coins, and goods not subject to consumption tax are excluded.
Goods that are difficult to store, such as meat, vegetables, and frozen food, and goods whose import into the customer's home country is restricted or prohibited may also be purchased tax-free. However, we recommend explaining these matters thoroughly in advance to avoid problems.
The special packaging previously required for consumables has been abolished. Special packaging is no longer required even for consumables.
Can we register a tax-free purchase if the purchaser does not have their original passport?
No. Except for people who entered Japan under Permission for Landing for Cruise Ship Tourists, all purchasers must present their original passport. Copies, photographs, and other non-original documents cannot be used for tax-free registration.
Can a Visit Japan Web QR code be used for tax-free registration?
Yes. However, the purchaser must present the QR code displayed live on Visit Japan Web. Screenshots and saved images cannot be used for registration. Always check that the QR code is displayed live before registering the purchase.
Can we register a tax-free purchase using only a Visit Japan Web QR code without the original passport?
No. The Visit Japan Web QR code helps streamline registration but does not replace a passport. Always check the original passport during tax-free registration.
What should we do if a passport cannot be scanned?
If the two-line MRZ (machine-readable zone) at the bottom of the passport photo page is damaged and cannot be scanned, enter the purchaser's information manually. Otherwise, restart the scanner camera and try scanning again in an environment without light reflections.
Can we edit product information after registration?
No. The National Tax Agency system does not allow direct editing of registered information. Existing data must be canceled and the correct information sent again. In the app's Transaction History (履歴確認), select the transaction that needs correction, correct its contents, and resend it. Then cancel the original transaction data.
What should we do if some products are returned or canceled after registering a tax-free purchase containing multiple products?
Registered information cannot be edited directly in this case either. Cancel the entire transaction, then register only the products actually purchased again. Please note that if the re-registered purchase amount before tax is less than JPY 5,000, the purchase is not eligible for tax exemption.
Can we cancel tax-free registration after payment is complete?
Yes. Tax-free registration can also be canceled if the transaction is eligible for a return or cancellation at your store.
Can tax-free status be canceled if a customer requests a return after going home and already receiving a refund?
Yes. However, cancellation under the refund method is handled differently from the previous tax-free system.
To cancel tax-free status, the customer must return the full consumption tax amount, not just the amount they received as a refund. The customer received the refund after fees were deducted, but cancellation requires repayment of the full consumption tax amount.
Handle product returns and refunds according to your store's return policy. Under the tax-free system, cancellation is possible once the full consumption tax amount has been returned.
